Over here in W.A June to July is the best time , This time of year pruning you can be really brutal and cut them right back . I cut back to the lowest outward facing node or to develope the plant to desired shape, AT this time every year my roses look like thorny sticks with only a few new buds just starting to appear, After pruning I spray with Rose shield and fertilize with black magic rose fertilizer, and after 4-5 weeks keep a eye out for aphids attacking new growth , if they appear retreat with rose shield

Adrian has given good suggestion. Rose shield and fertilizing after pruning will make plant grow more and make it healthy.
